James went missing at age 34, and was last seen in early January of 1986 in Ocean Springs, Mississippi. At the time of Welter’s disappearance, he was living in the Jefferson Davis Apartments and was a Staff Sergeant at Keesler Air Force Base. He was on leave at the time he disappeared. He was scheduled to return for duty on January 6, 1986.
